NERV is a workstation for structured investigations that runs on your own machine. Its unit of work is the investigation: one case that holds the graph, the collected material, the evidence, the analysis, the maps, the documents, the files, the versions and everything the agent did, all under the same permissions.
Identify first, then go deeper
The central workflow keeps two moments apart. First you pin down who or what you are investigating: NERV looks for candidates, shows the documentary trail behind each one and asks you to decide whenever there is ambiguity. Only after that decision does the work go deeper — collecting and verifying material, recording traceable evidence, promoting entities to the graph and producing analysis and reports.
That separation is what stops two people with the same name from ending up in the same file.
An agent that works inside the case
NERV Agent coordinates the conversational work. It receives the context of the case and of the section you are looking at, chooses among the tools available to it, respects the autonomy level you set and submits every action to the active policy before it runs. Multi-step tasks run isolated per investigation and are judged by the evidence they produce, not by whether a process simply finished.
